UN Investigates US Drone Killings
A U.N. expert on Thursday launched a special investigation into drone
warfare and targeted killings, which the United States relies on as a
front-line weapon in its global war against al-Qaida.
One of the three countries requesting the investigation was Pakistan, which
officially opposes the use of U.S. drones on its territory as an
infringement on its sovereignty but is believed to have tacitly approved
some strikes in the past. Many Pakistanis say innocent civilians have also
been killed in drone strikes, which the U.S. has rejected.

China calls for talks after North Korean threat
With North Korea openly threatening the United States with nuclear weapons,
China called Thursday for a new round of diplomacy and appears to be
growing increasingly frustrated with its longtime ally.
Beijing’s calls for intervention come amid a torrent of belligerent
language from Pyongyang, angered by a United Nations resolution earlier in
the week expanding sanctions over its missile and nuclear program.
The latest escalation came Thursday when Pyongyang lashed out at the United
States, which it called the “archenemy of the Korean people.’’

Chinese fishing boat detained in Japanese waters
Japanese authorities have detained a Chinese boat for fishing in Japanese

The boat, registered in Zhejiang province in eastern China, was found in
waters near Goto, in Nagasaki prefecture in southern Japan, Xinhua said.

A top Democratic lawmaker tried on Thursday to revive a U.S.

Afghanistan could be characterized as a perpetual civil war waged by people

But Africa's Afghanistan, Mali, and the rest of the war in the Sahara is

Antibiotic resistance is now as serious a threat as terrorism and could trigger an 'apocalyptic scenario', warns UK's top doctor
Growing numbers of drug-resistant diseases could trigger an ‘apocalyptic
scenario’ comparable to a catastrophic terrorist attack, Britain’s chief
medical officer warned yesterday.
Dame Sally Davies said there was risk that within 20 years people going for
simple operations would die of routine infections because we may ‘run out
of antibiotics’ that work.
She told MPs the threat from infections that are resistant to antibiotics
was so serious that the issue should be added to the Government’s national
risk register of civil emergencies.

Scientists condemn research into deadly mutant bird flu virus over fears of a dangerous leak
Flu
researchers have decided to lift a voluntary moratorium on their
studies, imposed 12 months ago after a public outcry over their work.
They hope the studies will help them prevent and deal with a future flu
pandemic, and that the benefits outweigh potential risks such as a leak
of
the mutant viurus or the deliberate attempt to create deadly strains by
terrorists or rogue governments.

Circumstantial evidence
*R. v. Carpio*, 2012 BCCA 484 is a useful source for the view that where
there is a lot of smoke one can conclude there is a fire:
[25] As was said in *R. v. Jenkins* (1908) 14 C.C.C. 221 (B.C.C.A.)
at 230:
It is true that a man is not called upon to explain suspicious things, but
there comes a time when, circumstantial evidence having enveloped a man in
a strong and cogent network of inculpatory facts, that man is bound to make
some explanation or stand condemned.

*Do you truly know how to be healthy? “Garbage in, Garbage Out” is a phrase

Genetic recovery with George Church
Here George Church explains the current state of genetic engineering simply
and clearly. It is not just practical to produce a mammoth and most other
Pleistocene creatures since we have frozen DNA to work with but most likely
quite a few others. Certainly those collected before extinction during the
Age of Discovery can all be likely recovered this way.
That is the really exciting part of this work. As we fully restore Terra's
fecundity through terraforming we will also be able to reintroduce
creatures lost to us in a way that keeps them properly protected. That is
the real probl... more »
HIV Vaccine Brakes Disease for Year
Not a cure of course, but certainly it is a useful tool to apply to the
problem. Considering the side effects and costs of all the present
protocols, getting a year's relief is great.
It may also lead to something permanent.
The tool kit now available for HIV is now surprisingly large and optimism
abounds that a cure is both possible and perhaps sooner than appears
obvious. At least victims are all now living out their lives in the
developed world with some occasional damage and are actually drifting into
old age and succumbing to other causes often not related at all.... more »

They have successfully scavenged the offending pesticide from the victim's

usually there to be properly paranoid.
Agriculture is learning how to operate organically and these pesticides

Notorious killer who wants to move to open prison granted anonymity by High Court judge using human rights laws
A judge has used human rights laws to ban the identification of a notorious
killer who wants to be set free.
The man – whose crimes shocked the public years ago – is currently
challenging a Parole Board decision refusing him a transfer to an open jail
with limited security.
This is typically the last step taken by killers before they are freed back
on to the streets.
Yesterday the high court sparked fury by saying the man might be in danger
if other inmates found out his identity.

Miliband left floundering: He shocks party by saying no to in/out referendum
Labour was in turmoil over Europe last night after Ed Miliband ruled out
holding an in/out referendum on Britain’s membership.
In a surprise move, the Labour leader appeared to rule out the idea on
principle, telling MPs: ‘We don’t want an in/out referendum.’
His stance stunned senior figures in the party who believe Labour will
suffer serious electoral damage if it fails to match David Cameron’s pledge
before the 2015 election

EU says Iran stalling on nuclear talks
Iran is stalling on fixing a date and location for a new round of talks on
its nuclear program, the European Union's foreign policy chief said on
Wednesday, but there is still hope that talks between Tehran and six world
powers can begin soon.
EU officials have been in contact with Iranian negotiators repeatedly since
December to try to prepare a new set of talks, which the West hopes will
lead to Iran scaling back its nuclear work and avert the threat of another
war in the Middle East.
But they have failed to agree on a plan so far.

Investigators say a bloody pillow, blanket and wipes were found in the room

Aisling McCarthy Brady, 34, from Quincy, Massachusetts, is alleged to have

The baby, Rehma Sabir, died two days later in hospital after suffering

After elections, Obama, Netanyahu back to square one
A tempestuous US and Israeli election season left Barack Obama and Benjamin
Netanyahu back where they started -- staring at each other over a gulf of
mistrust and still at odds over Iran.
The US president is in solid political shape after winning a second term in
an election in which Netanyahu appeared to root for his foe Mitt Romney,
and Republicans used his strained ties with Israel as campaign fodder.
Netanyahu emerged weaker after a rebuke from voters in Tuesday's polls, but
is set to stay on as prime minister, atop a possibly more centrist but less
resilient coalition.

U.S. to lift ban on women in front-line combat jobs
The U.S. military will formally end its ban on women serving in front-line
combat roles, officials said on Wednesday, in a move that could open
thousands of fighting jobs to female service members for the first time.
The move knocks down another societal barrier in the U.S. armed forces,

Where's the growth? Euro zone still lacks investor appeal
Encouraged by the euro zone's resilience last year in the face of severe
doubts about its survival, some outside investors have snapped up assets in
the strongest corners of the region.
Yet even the most enthusiastic euro proponent would concede there's plenty
more to do to strengthen the currency bloc. Fundamentally, there's a need

Weather Service: Nuclear Power Plant Causes Freak Snowstorm (True meaning of nuclear winter?)
A blast of snow came down last night on Interstate 79 on Tuesday evening.
It left about an inch in parts of Allegheny and Beaver counties, but this
was not your ordinary snow.
It was really man-made snow – a freak storm caused by the nuclear power
plant in Shippingport.
A pot of boiling water thrown over a balcony in Siberia crystallizes and
instantly turns to snow. That scientific experiment is, on the most basic
level, what happened Tuesday night.

ISRAEL: WHERE THE ‘LEFT’ ARE RIGHT AND THE RIGHT ARE FASCISTS
There should be no misunderstandings about the results of the recent
elections in Israel; the ‘left’ in Israel are only slightly to the left of
the ultra extreme right-wing religious nationalists and racist Greater
Israel Zionists. The political spectrum in Israel is vastly different than
most in the West understand. The real ‘left’ in Israel is virtually
non-existent. The surprise rise of the so-called ‘left-centrist’ party Yesh

United States to lift ban on women in frontline combat: Good or mistake?
Women in all branches of the military soon will have unprecedented
opportunities to serve on the front lines of the nation's wars.
Leon Panetta, in one of his last acts as President Obama's defense
secretary, is preparing to announce the policy change, which would open
hundreds of thousands of front-line positions and potentially elite
commando jobs after more than a decade at war, the Pentagon confirmed
Wednesday.

When will this end? Because there is no evidence that adding more tests

the required online testing, the obvious answer is that testing fever will
end only when the greed of the standardized-testing-industrial comp... more »

Harper wants the opposition to back his next step to dragging Canada into

US alarm bells over Cameron's EU speech
The Obama administration has made no bones about it - it wants a strong

The President's press secretary, Jay Carney, has said that he welcomed the

that the US believed the UK was stronger for being in the EU, and the EU
was stronger for having the UK as a member.
In the modern version of the special relationship, what Carney called the
essential relationship, Britain is valued as an ally precisely because it

Sometimes, the Final Vote Hides the Real Vote
The House today approved the Republicans' debt limit extension. It was a
tough vote...I was going to say for Republicans, but it's probably a tough
vote for a lot of Democrats, too. Not so much because of the junk the GOP
tacked on, but because raising the debt limit is never popular, even when
you call it "suspending" the debt limit.
The vote also demonstrated something important to remember about voting on

Ed Miliband risked alienating some voters, and unnerving sections of his

The Tories seized on his statement, claiming he was against an in-out
