A Man-Made Famine Is Looming In South Sudan
For more than 20 years, a bipartisan coalition in Washington and beyond championed rebel forces here. South Sudan is, along with the Central African Republic and Syria, one of just three "L3 emergencies," the world's most severe, large-scale humanitarian crises. The country has also just displaced Somalia—for six years running the archetypal failed state—atop the Fund for Peace's 178-nation list of the world's most fragile nations.
Today, close to 100,000 people are huddled on United Nations military bases around the country, just a fraction of the almost 1.5 million who have been put to flight.
According to the United Nations Children's Fund (UNICEF) and the U.N. World Food Program (WFP), almost one million South Sudanese children under five years of age will require treatment for acute malnutrition in 2014. UNICEF projects that 50,000 of them could die.
Factual divides over whether Iraq had WMD, and whether Saddam was working with Osama, set the stage for today's battles over reality.
There is no debate that the Iraq War was sold to the American public with a collection of claims that ended up being proved false. Iraq was said to have weapons of mass destruction, but this wasn't the case. Advocates for the war insinuated that Saddam Hussein was colluding with Al Qaeda and was somehow involved in the 9/11 attacks. That, too, was false.
Yet many Americans (and some of their leaders) still believe this stuff.
In Iraq, It's Always Been About the Oil
The insurgents are not only in a struggle against what they see as oppression by a largely Shiite government in Baghdad and its security forces, but also over who will control and benefit from what Maliki—speaking for most of his constituents—told theWall Street Journal is Iraq's "national patrimony."
The occupation government was a whirlwind of economic destruction. It quickly began dismantling all government-run (and oil-subsidized) industrial plants, bankrupting the private industries that depended on them. It disrupted or destroyed commercial agriculture, again by discontinuing Saddam-era oil-financed subsidies and by air attacks on insurgents in rural areas. It imposed both austerity measures and a "de-Baathification" program on the country's educational and medical systems.

Why has the United States spent so much money and time so disastrously trying to rebuild occupied nations abroad, while allowing its own infrastructure to crumble untended? Why do we even think of that as "policy"?
Why, in our zeal to rebuild Iraq and Afghanistan, we never considered spending a fraction as much to rebuild Detroit, New Orleans, or Cleveland.
Failure in the strict sense of the word is not necessarily a problem for Washington. Our purpose is served by the appearance of reconstructing.
