There are come really good ideas here. The best though is having restaurants load left over food into an outdoor fridge available for whoever. Better customers are also invited to leave any uneaten portions as well. Another reason for doggy bags. Wastage is not nearly so significant in food stores but concentrated and can be easily handled by food banks and that obviously needs to be mandated by governments as is now been done.
