.Once upon a time, in a land far, far, away.....things were done differently.
 I graduated from high school in 1965-66 ( things could be complicated even then ) from the Nova Scotia ( Canada ) system. Provincial ( like state ) standards only applied during my last 2 years and only to the finals  - for a certification which briefly was recognized as equivalent to first year college ( the Senior Matriculation ). Nothing else was controlled by provincial government i.e. other grades met no central standards.  That meant that schools had their own standards - and taught to them - with swift interim test results which could actually be discussed ! Texts were standardized - but that was the general limit to intrusion on the school.
