Asked at an NYU forum whether Iran feared that Congress would force the President to abrogate US commitments under a nuclear deal. Zarif answered clearly, stating, “The responsibility of bringing [the US] into line falls on the shoulders of the President of the United States. … He will have to stop implementing all the sanctions — economic and financial sanctions — that have been imposed on Iran.” Zarif emphasized, “However he does it, that’s his problem, as it will be my problem to implement certain [nuclear-related] measures.”

It could mean there is nobody authorized to negotiate for the US

Why is the US negotiating around an issue where another countries' treaty with 190 nations to be unilaterally overridden by the US - which signed on to the deal 1 Jul 1968 ? 190 nations aren't competent to figure things out. ?..and the US is to override their arrangements in the name of suspicion of the motives of Iran !

Those are simple BTW - to alleviate threat from WMD. And who has real - not alleged dire potential - weaponry complete with delivery systems?

The UN 'Security Council'. led by the USA.

Yet another council member - Russia - provides fuel and technical support staff for power generation installations. You can bet they take a dim view of US /Israeli interference with their trade, involvement in which facilitates control of threat in their back yard ...if there were any substantial difficulty from systems deliberately designed NOT to go bang from the outset.

Usually, that is.
