This is really odd. Someone went to a great deal of trouble to circumvent postal regulations in particular and also did it for a large number of items. The only explanation that i can come up with is to act as a decoy for a parallel shipment to real customers. How about drugs? We ship a bunch to legitimate customers but put out a flood of phony customers who get seeds. This would at least overwelm the system.
