Serial rapist Joseph Maxwell Duroux preyed on women in the 1990s and it is "significantly likely that he will sexually offend in the future", but a South Australian judge refuses to lock him up indefinitely, saying there is still time for the prisoner to rehabilitate before he is due for release in 2025.
